Oleh Syniehubov, the Governor of the Kharkiv region, confirmed the casualties from the attack, which targeted areas on the outskirts of the city. Kharkiv Mayor Ihor Terekhov reported that a medical facility for children was struck by a long-range drone, leading to a fire.
Following additional attacks, Ukrenergo, the national grid operator, implemented emergency power cuts in Kyiv due to damage to energy infrastructure. These measures are part of efforts to manage the continued targeting of Ukraine’s energy networks.
Tymur Tkachenko, head of Kyiv's military administration, noted that the capital experienced a brief but intense missile attack. Approximately 20 ballistic missiles were reportedly launched, according to monitoring channels.
The incident occurred amid ongoing tensions between Russia and Ukraine, as diplomatic resolutions remain elusive.
Mayor Vitali Klitschko stated that air defense units were activated, and explosions were heard in the city, although casualty reports were not available.
International Reactions and Security Council Meeting
The United States has criticized Russia for escalating the conflict, with Deputy Ambassador Tammy Bruce addressing the United Nations Security Council (UNSC). The US expressed concern over Russia's deployment of the nuclear-capable Oreshnik ballistic missile, which caused significant casualties in Ukraine.
The UNSC meeting was convened at Ukraine's request following Russia's extensive missile and drone assaults, including the use of the Oreshnik missile. This marked only the second combat deployment of the missile, interpreted as a signal to NATO allies.
Russia's Ministry of Defence claimed the Oreshnik missile targeted a Ukrainian aircraft repair facility in Lviv, near the Polish border. The attack was purportedly in retaliation for an alleged Ukrainian drone attempt on a Russian presidential residence, a claim Kyiv and the US have refuted.
Recent discussions between Ukraine and Western allies have focused on security arrangements, proposing potential troop deployments from France and the UK. Russia has rejected these plans, labeling any Western troops in Ukraine as legitimate targets.
