The capital, Kyiv, along with the Kharkiv and Zaporizhia regions, have been notably affected by power outages resulting from these strikes. The Ukrainian government has declared an energy emergency, as the damaged power grid is currently fulfilling only 60% of the country's electricity requirements.

President Zelenskyy has stated the necessity of accelerating these efforts, confirming that all decisions required for this process have been made, and the augmentation of imports should proceed without delay.

Severe cold temperatures have compounded the situation, causing additional hardships for Ukrainian families. Since the conflict began in February 2022, Russia has consistently targeted Ukraine's energy infrastructure during the winter months. The United Nations and other entities have criticized these actions, underscoring the increased vulnerability of children and the elderly.

In Kharkiv, approximately 400,000 individuals are facing electricity difficulties due to recent Russian strikes. The mayor of Kharkiv, Ihor Terekhov, reported injuries inflicted by an attack on a critical infrastructure facility within the city's industrial district. He noted that the energy system is operating at its limits, and each new strike makes recovery efforts increasingly challenging.

Additionally, 56,000 families in the Bucha area near Kyiv are without power due to the latest Russian attacks. The Ukrainian energy ministry has indicated that electricity restrictions are in place across most regions.

Diplomatic Efforts in the United States

Ukrainian negotiators have arrived in the United States for discussions with senior members of the US administration. The delegation, led by Kyrylo Budanov, aims to highlight the impact of Russian strikes in Ukraine and to further diplomatic efforts. President Zelenskyy has reiterated the importance of maintaining faith in diplomacy despite ongoing challenges.

Ukraine and the United States have collaborated on a 20-point peace proposal, though Russia has not yet responded. President Zelenskyy stated that progress in diplomacy depends on the actions of international partners.
