An international law enforcement operation, Project Compass, has launched a significant initiative against "The Com," a transnational virtual network. The operation, initiated in January 2025, has led to the arrest of 30 suspects and the identification of 179 potential perpetrators associated with this extensive cybercrime network.
Project Compass is led by the European Counter Terrorism Centre (ECTC) in collaboration with agencies such as the FBI, UK National Crime Agency (NCA), and law enforcement partners from 30 countries. The operation was established to address the complex, decentralized nature of The Com, which uses digital platforms to organize activities involving violence, extortion, and manipulation, often targeting vulnerable individuals.
The Rise of Transnational Virtual Networks
The Com operates across social media, messaging apps, and online gaming platforms, functioning through specialized subgroups with distinct criminal objectives. Law enforcement has categorized the network's activities into three primary divisions:
Cyber Com: Engages in attacks against online commerce and infrastructure through network intrusions and ransomware. Offline Com: Promotes violent ideologies by encouraging property damage, physical harm, and acts of terrorism. (S)extortion Com: Involves blackmailing minors into committing sex crimes and acts of violence.

A subgroup known as "764" is noted for its severe violence and grooming tactics, specifically targeting young individuals to participate in violent acts and produce explicit content for blackmail.
Project Compass addresses jurisdictional challenges in investigating decentralized digital networks by coordinating counter-terrorism, organized crime, and child protection units. The project employs "data sprints" to facilitate intelligence sharing across borders.
Significant achievements include the identification of 62 victims and the safeguarding of four individuals from immediate harm. The operation also focuses on prevention by advising participating countries on proactive measures against such networks.
Project Compass represents a strategic shift in global law enforcement's approach to tackling decentralized digital extremism. By pooling resources from 30 countries, the operation aims to counter the transnational reach of networks like The Com, highlighting the necessity for international cooperation in dismantling virtual groups that facilitate real-world harm.
