UNITED NATIONS, In a move that highlights deep geopolitical fractures, Russia and China on Tuesday exercised their veto power at the United Nations Security Council to block a resolution aimed at restoring commercial navigation in the Strait of Hormuz.
The proposal, drafted by Bahrain, sought to address the total paralysis of the world’s most critical maritime chokepoint. Despite 11 of the 15 Security Council members voting in favor and two abstaining, the dual veto by the permanent members effectively killed the initiative.

The Strait of Hormuz, which typically handles 20% of the world’s oil and gas shipments, has been effectively closed since Tehran threatened to target vessels following the outbreak of war involving the United States, Israel, and Iran on February 28.

Diplomatic Deadlock
The blocked resolution had already been significantly "watered down" during days of tense negotiations to satisfy Beijing and Moscow. An earlier draft invoked Chapter 7 of the UN Charter, which would have allowed for sanctions or military intervention. To seek consensus, Bahrain removed these references, focusing instead on "defensive" coordination to ensure safe passage.
France’s UN Ambassador, Jerome Bonnafont, expressed deep regret over the failure, noting the text was designed to prevent further military escalation.
The Stance of the "No" Vote
Russia and China defended their decision by arguing the resolution was unfairly biased against Tehran.
- China: Envoy Fu Cong argued that passing the resolution while the U.S. and Israel threaten the "survival of a civilization" would send a dangerous message.
- Russia: Ambassador Vasily Nebenzya announced that Moscow and Beijing are preparing an alternative resolution regarding Middle Eastern maritime security.
- Iran: Following the vote, Iranian Ambassador Amir Saeid Iravani praised the vetoes, claiming they prevented the Council from "legitimizing aggression."
A Looming Deadline
The diplomatic failure comes at a moment of extreme tension. U.S. President Donald Trump has set a deadline expiring late Tuesday for Iran to reopen the waterway or face intensified bombardment. While the President has delayed similar threats in past weeks, the collapse of the UN resolution leaves few remaining diplomatic avenues to avert a broader regional conflict.
