Singapore ranks first globally in AI preparedness among young people. More than a third of recent university graduates (36.3%) specialize in technology, engineering, science, or mathematics (STEM subjects). The nation boasts the most advanced digital infrastructure worldwide, with the youth scoring 97.7 in ICT and 94% of the population using the Internet. The ICT rank reflects the ICT Development Index (IDI), a measure published by the International Telecommunication Union (ITU) assessing a country's telecommunications connectivity.
Germany secures second place, with 20% of recent university graduates specializing in STEM fields. The country closely follows Singapore in terms of digital infrastructure and AI preparedness, with 94% Internet usage among the population.
Finland ranks third due to its strong education in information and communication technology (ICT), scoring 98.7 in 2025, the highest among the top 10 countries. Although only about 18% of Finnish graduates focus on STEM, the country's openness to workplace and daily life innovation maintains high AI preparedness.

The study evaluated six factors influencing technological development and education: ICT ranking, internet penetration, the rate of tertiary graduates in STEM fields, digital infrastructure, and overall AI preparedness. The final score reflects both the technical environment within the country and the skills young people require to thrive in AI-integrated societies.
These countries are not merely teaching students to use technology but are developing fluency. Children in these nations learn AI and digital tools in a way that enables them to apply skills safely and independently, assisting their families in managing technology.
The study highlights that preparing young people for AI involves more than just access to devices or coding skills. It includes fostering practical understanding, curiosity, and adaptability. Countries like Singapore, Germany, Finland, Estonia, and Austria demonstrate how combining STEM education with advanced digital infrastructure enables youth to experiment, learn, and integrate AI tools into everyday life effectively.
